DAlaska: Three-judge Panel for Bethel Voting Rights Case

Ninth Circuit Chief Judge Alex Kozinski has appointed a three-judge panel to hear the Bethel case alleging that Alaska violates the Voting Rights Act by, for instance, not supplying Yupik translations of election materials.  The members of the three-judge panel will be Margarent McKeown from the 9th Circuit, and Timothy Burgess and James Singleton from the District of Alaska. 

The Voting Rights Act  provides for a three-judge panel in certain casses.  42 USC § 1973c.   The District Court judge who requests the panel (here, Burgess) is automatically part of the panel, which must include at least one Circuit court judge.  28 USC § 2284.  Any appeal goes directly to the Supreme Court.
