Arbitration in Alaska: Contracting Out

Anchorage arbitrator Robert Landau has denied IBEW Local 1547’s grievance alleging that Chugach Electric breached the parties’ CBA by contracting out work to Alaska Interstate Construction. Landau held that CEA breached neither the CBA’s signatory clause (covering “new construction” or “electrical work”) nor its standards clause (covering work “normally and traditionally” performed by the unit).

Bill Wielechowski from the Local’s General Counsel’s office represented the union. Robert Stewart from the Anchorage office of Davis Wright represented Chugach.
