In several opinions this Wednesday morning, the 9th Circuit has published a “Summary” that includes headnotes, ala WESTLAW. E.g., Milner v. Department of the Navy. A check with WESTLAW doesn’t pull up the opinion. Maybe the panel is constructing its own “Summary” and headnotes.
